In 2002, Chairman Hiroshi Araki of Tokyo Elecrtic Power Co. (TEPCO), the operator of the Daiichi facility admitted that their organization had submitted hundreds of falsified information and fake maintenane reports in order to pass the scrutiny of government regulators.
